It's only hard to follow if you believe they wrote the plot beforehand. If you keep telling yourself that the reason that they just pulled another piece of mythology out of nowhere is because they didn't really know where it was going then it all makes sense!
I reckon Keith was padded - he's a tiny Mumm-ra like figure in my imagination, although he did look a bit post transformation Mumm-ra like in his pirate gear...
